It´s a lesson learned that the ToRs need to be specific about VAT including in all financial proposals of bidders, independent of being national or international company.

The initiation of the project took several months since it took time for UNDP to create a relationship of trust and compromise with Government Focal Points. Staff turnover in Government ministries and departments made it difficult to implement as fast as predicted in the document of the project. Almost at the end of the project, there was changes at Ministerial level and DNI. UNDP had played an important role to ensure that the support through the project includes wider institutional capacity development.

Conclusions and Way Forward
In this first semester of the project implementation, UNDP got to publish the ToRs for consulting firms who are already in final steps for contracting to start developing the 9 expected deliverables. UNDP has participated in the National Forum of Industry and the Expo-Industry in Viana, Luanda by invitation of the Government counterpart IDIIA.
Participatory assessments through focal groups and direct interviews were done in order to obtain production information, environmental and social at community level in the three municipalities were PIRs are located.
A gender mainstreaming was in place that is showing how women participation in agricultural associations and cooperatives of Cacuso, Tomboco and Canjala could improve and how to improve their participation through PIRs reopening.
There is a huge interest of private sector and banks to finance the reopening of PIRs and their influence in rural development and economy diversity for small and medium farmers in the three selected provinces. After final products are delivered and approved, Government needs to follow up investment opportunities in order to rehabilitate and reopening the PIRs as soon as possible.
